I believe PayPal transactions are capped at $10,000 anyway, so they'd need to find some other way to pay. If I was selling something for more than that, I'd only accept a cashier's check, and I'd do the deal off eBay (just list it on there, and people will message you with offers).

If he does reach out, I'd charge like a 20% restocking fee, especially since the packaging is damaged. If he doesn't, then I wouldn't do anything.
