I didn't get this email, yet, when I tried checking out with Buy-it-now it worked on my account. I didn't go through with it all the way but I tried it on an auction that required immediate payment and the code worked. Though I'm not sure why I would imagine it being account specific as well.

Oh well, can't use it sadly. I never get any of this 10% off cupon, only thing I got was to be in ebays reward program (similar to cashback, they give you 5% back on anything you buy (not including the price of the shipping. Be it auction or buy it now)
