Is d2d similar to steam? Like does it have a GUI for games bought through them?

it uses gamespy comrade to download games and shows the games you have I just use it for downloading

You can download games without a client. Comrade is not required. The installer does a check though usually, but not sure how Dead Space 2 works specifically.
