2800 points cards?
I believe they only work in Canada or with Canadian-based XBL accounts.
And why would you believe that

They're sold in different amounts in other countries to have appropriate selling prices in that country, but the points themselves are universal.

What a rip. You could get 2 1600 Point Cards for $40 equaling 3200 Points. Pricing structure on these things are all fucked up.

You use to only be able to buy them in Canada. Pretty sure Frys shouldnt even have it up on there site, unless they are in Canada too.

From the Wikipedia article on Microsoft Points...

Canadian retail stores sell pre-paid cards with a value of 1,400 Microsoft Points for approximately $20 CAD. This works out to $0.014 per point, which is slightly cheaper than buying online ($0.0155 per point). They also recently started selling 2,800 Microsoft Points for approximately $40 CAD which works out to same amount per point.
