Foreign is Beat Sketch, US is Beat Sketcher.

The only thing I could find were some JP promo videos that showed some English gameplay...I'd like to know for sure.

Got my copy today. It shipped from Van Nuys, CA very quickly. Game was brand new and sealed. It had the Playstation security label on it like other Japanese games. Game is mostly in Japanese, but menus are labeled in English. This is not a game that has a bunch of text menus or anything like that so you can pick the gameplay up rather quickly.
