Anyone have a Dreamcast VGA Box? Need help.

Today I got a Dreamcast VGA box in the mail and I can't seem to get it to work. I feel like I'm doing something wrong which I why I wanted to ask around first before I exchange it. I looked around online and the guides and videos available aren't really specific on how they setup the device besides simply plugging it in.

I tried using the cable on two different VGA displays - my monitor and my old HDTV. I wanted to at least get the picture to work, but I had no success at all. I even tried two different VGA cables. I'm honestly not sure what I could be doing wrong or if the VGA box is just simply defective. 

Any tips or advice would be appreciated. 

EDIT: Found the same retro bit VGA box I had on YouTube and it apparently lights up when the system powers on. My VGA box doesn't do this at all...  guess the verdict is in. It's defective. Probably.

It mostly likely is defective. Did you try the composite and S-Video ports too?

I don't have anything with S-Video but I did try the composite port. No luck. Amazon already issued me a refund and gave me one day shipping on a replacement.
