Are national newspaper or news magazine subscriptions ever free or cheap?

I've been looking but I can't find any deals. 56 issues of Time for $30 is pretty good but I can always just go to my library and read for free.

I'm looking for deals on USA Today, Time, Newsweek, etc.

I remember having a free sub to USA Today, but I don't recall where I got it from. If you're in college, I'm sure your school has some kind of program to provide students with free newspapers.

Some mags are really cheap on ebay. I'm getting a 2 yr sub to bicycling mag for around $3. i paid with paypal too so no need to worry about renewal fees.
