Best place to get a very cheap computer?

My friend is looking for a computer but she is on a very tight budget. She doesn't need the computer for anything more than web browsing, e-mail, or the occasional photoshop or windows movie maker (so even something used might work). She need something that comes with either everything included if it is a desktop (as of keyboard, monitor, etc), or a laptop. Any ideas?

Geeks.com has been running some pretty decent deals on refurb LCDs of late, might be worth checking out.
