Budget Video Card questions

I'm looking to build a new computer, and the last thing I can't make up my mind on is the graphics card. Basically I want to stick around 100 bucks, but I'd go up to 130 for something thats really gonna be able to hold its own for awhile.

Here are my current requirments

PCI express 16x
256mb
Memory Interface: at least 128-bit
SLI

If anyone has any recomendations on Open GL, core clock, memory clock, DVI, or pixelpiplines cause I don't know alot about these and which are nessisary upgrades, or which are just useless stats to make the card seem faster. For example is buying a 1000MHz memory clock going to run a game that much better than a 500MHz or is it just a placebo to make me think it's better?

I plan on buying from new egg since they've always been good to me.
 
I guess I should write what I'm going to be using the card for also. I do a bit of video/photo/speffects editing. I'll be using 3dsMax quite often. I play games but I'm not a finiky gamer I want something thats going to at least run the game, but I don't need every setting on high. I'm looking to be playing FEAR, and Oblivion mostly. I'd choose smoothness over hi-res, I really hate it when games get laggy just because I'm trying to do something insane. Anyway this is prolly enough B.S. to let you know what type of card I need.
 
Well, the best vid card in your budget is the nVidia Geforce 6600GT. It can easily run a game like FEAR at high settings and pretty much any game out there. Highly recommended.
