Yup, a PS+ account (just like any other account, exempting some pre-Nov. 2011 exceptions) can be used by up to two people. You can also "phantom" those accounts like the others, but I think the phantom games will expire when the PS+ was scheduled to expire (noting the listed expiration date at the time that the phantoming took place), though I could be wrong on that, as I've never had one expire yet (but I can confirm that phantoming free PS+ games does work).
To "phantom" an account means to do this:
1. log into the account and download all of the games that you want
2. have someone REMOTELY* deactivate the account from your PS3, which makes room for someone else to use the account on their PS3.
*The remote part is important. This way, your PS3 doesn't know that the account was deactivated from your PS3. So the games remain active unless you make the mistake of logging back into the account on your PS3 (at which point your PS3 will realize "oh crap, this account is no longer active on this PS3.. time to deactivate all of the games associated with that account from this PS3").
Using a "phantom" account also comes with another drawback: you can't ever re-download the game if you delete it or lose it. So it's a bad idea to buy a phantom share if you intend to upgrade your hard drive anytime (even if "anytime" means five years from now), and it's also a bad idea if you're paranoid that your PS3 might die sometime. In either case, you would permanently lose access to the game. The other drawback is that you can't ever sell the game (nor "timeshares" of the game) if you decide you're done playing the game and want your money back.
On the up-side, phantom shares traditionally cost half as much as resellable shares. Of course, it's up to the host/participants to decide who pays how much, but the tradition is that each phantom user pays 1/6th of the total cost, and each resellable user pays 1/3rd of the cost.
