Car Question

I am currently looking to buy a used car since my 98 Escort with 200k miles was run dry and my engine burned out a few months ago. I am pretty much only looking to spend $2000 tops and everything I've been looking at has around the same mileage 120+K

I came across this car that has an OPEN TITLE. I am not too familiar with what that is and I did some research. My question is what do you guys think? Risky? What should I look out for?
