I'm pretty sure they will have a download available once it goes free. They will want people to play the game.

Yeah, that deal is for new accounts only and doesn't include Going Rogue. Also, all of the boosters and expansions, except for the original game, will no longer be sold via the website after the 29th.
People are looking to score a deal on Going Rogue so they'll have access to the content and extra character slots if they opt not to pay any longer.
