I think at 6x9 it would be too small to fit a DVD size case + bubble wrap. It would be very tight at least.
Here's 100 bubble mailers that comfortably fit DVD size cases for less than 10 cents each. I think just the time you save not having to cut bubble wrap for every package is worth the small additional cost.

I usually use built in bubble wrap 6x9 3m brand and it is a tight fit, but it's not a problem. Thanks for that link though Ill look into those
