$19.99 (This is the one that is confusing, its Sku is different from both new and preowned, and cheaper then both, but the listing makes you believe its brand new, anyone know? Also release date is 7/14/12, while Dragon Quest IX was released in 2010....

Link 3 appears to be the same as link 1 and doesn't show the cheaper price.

Regardless, it was $9.99 new a few weeks ago as part of their summer gaming blowout. You could probably get it on Amazon for $15 new from a third party seller.
