Cheapest I've seen Portrait of Ruin is $16.99 at a Movie Trading Company near me, but was hoping to get it a bit cheaper than that.

Check your local KMart. It should be around $5 there.

Yeah, $16.99 seems like a decent deal for it new anyway. Since it's old, not many stores have it in stock at any price anymore.
