2010 game came out roughly 2/3 of the way into 2010 season. It'll be the same for 2011. Do you think F1 teams will share design secrets of new cars before the season? Even if they did, there is no way to know which cars will actually be quicker only based on simulator times.

That was when Sony owned the F1 license. Codemaster owns it now and it'll be yearly release for them.
