Found this site that searches Amazon for the cheapest filler items to get free shipping. Also has link to Buy.com filler search, but that seems to be broken.

Alright, but they don't have current prices on everything. I clicked three links and two of them were different prices.

Sometimes it links to marketplace items. So someone on amazons market place might have something for $3, then someone buys so the listing is gone. But the site hasn't refreshed the listings yet.
