FM Transmitters

Do the iTrips give the iPods the ability to have an FM tuner? Or is it used to send the songs on the iPod to be played on the FM channels?

It actually sends an FM signal to be picked up by a radio.
 
I've got an iTrip that I use for my 60GB iPod photo and I wouldn't recommend getting one from my experience. You have to find a radio station that is almost completely dead air to get any kind of decent reception at all.

On topic, however, iPod accessories don't tend to go on sale often, so anywhere you look will probably be around the same price. Try Circuit City, it seems to be the cheapest B&M option.

You can pickup in-store, but I'd recommend something not wireless.
