what type of game are you looking for? They have RPG maker, and Fighter maker, which are very open ended.

Midnight Club 3 remix (gh version) has a race editor that lets you setup your own checkpoints for races.

and theres always Excitebike.

Midnight Club II has this feature as well.

Sno Cross Championship Racing (PSX, DC) has a track editor.

Alien Hominid contains a level editor for the PDA minigame.
