GS/EB: Rule of Rose price drop'd? $17.99 (used) - 19.99 (new)!

i've been to two locations, and seen it listed $17.99 used @ both (19.99 @ one...), so... I can only assume it's universal. I nabbed the last 'new' gutted copy from my nearest GS for about $17+ (i used the 10% coupon).
