Help ID this 'junk' Kung Fu movie!

Recently, my friend and I were discussing bad American Kung Fu flicks. I remember a movie with this dude who was training using steroids. Anyways, the fights were rigged, and he became a champion. All of his "pro-fights" were in a ring. He finds out that he's a fraud and goes off to find someone to train him or something. At about three quarters of the movie, he had some old guy training him, and he would break watermelons. In addition, there was this huge body builder woman with red / auburn hair who gets wiped out at the end. Also, I remember the main bad guy doing some stupid foot shuffle before actually fighting anyone.

Right now, I don't remember any more. Please help find this awful movie!
