Hidden Character!

Can anyone confirm if there is an unlockable character in Mario Kart Super Circuit (GBA)? I've damn near mastered this game with every character. But I just saw on IGN that there is a hidden character that you unlock after winning every race in every cup of all 3 circuits. Does anyone know?

As for ACTUAL help, no there aren't any in this game. Just the 8 characters.
