If you pay for something and don't get it

What does CAG do when one its members pays for something from another member and they don't get it? I gave this guy who has a pretty good record here money in his PayPal for a game a week ago today and he still hasn't even mailed it out yet. He was just on a few minutes ago so I sent him a PM and like right after it, a few minutes later he logged off ignoring me. This isn't the first time he's done it either. Should I just go through PayPal to get this guy or what?
