Is N64 region specific?

kinda, its like how the SNES was. Its region locked as it but break some tabs off and remove the dust covers and it will work for any region.

You could also use an action replay for it (it bypasses the tabs on the system) but its not needed
 
For a visual referance the on the right is a modified import cart which no longer has the tabs on the lower ends. If you can get it to look like that it'll play.
