Hello!
I recently got a xbox 360 a few months back and a nice 32" HDMI TV. I figured my next upgrade should be some surround sound. Like most people I like to get things on the cheap, around $200 would be nice. I've seen some deals in the past and it seems If I do some looking I should be able to get a $400 setup for $200. Im a big fan of wireless speakers because I hate chords, although I might settle on a wired one. Anyone a good place to check weekly for deals? Or have any speaker advice?

The cheapest way to get "good" (decent) surround sound is with an Onkyo HTiB. Probably a little more than your price range, but spending 200 bucks on a piece of crap would be a waste.
If you do find a wireless system, which I've seen but not very widespread, you'll pay more for that feature as well.

Onkyo has great reviews for their low prices, I'm looking to get these speakers some time after I recover from the hit to the wallet the TV I bought made:

$240 on Vann's is the cheapest I've seen them. I already have a receiver so I'm only looking for speakers, but you can get their HTiB with those speakers and a receiver for around $500. They also have other HTiBs for $400-500 and are about the best you'll get for that price.

If you just want some basic multichannel "stereo" sound and not true 5.1+ audio, if you have a stereo with line-in, you can use that. I used to do that when in an apartment.
If you want something "real", that HT540 does look nice.
When you do get something, spend some time to lay it out right and try to calibrate the sound. It's amazing what a difference that makes--my living room is not home-theater-optimal, but we rearranged a little bit and moved my surrounds a bit; makes a big difference.

I agree on the Onkyo HTiB some of the best stuff you can but for a all in one set up.

However the idea you can get a decent system for 200ish is wrong..

Firsts off 178 from wal mart and you can find it in the store YMMV on the price

Not a bad set up at all cheap and sounds "good"

More than 200 but

I know Cheapy runs this set up and I think Wombat also, both have spoke highly about it on the Cag Cast before. And I have never been disappointed with any logitech set ups I have ever heard. Also 244 reviews on Amazon with a 4 1/2 star rating but a tad more than 200.

Then you have this for 149.99

I know this one has been hit or mis but you get a ton of value for the money and if this is going in a small room or a Bedroom not a bad set up. I know it took a hit in some of the reviews due to the price when it first hit the street at 399.99. Well read what C-net said

Well here is the review of the logitech on C-net

If I were in your shoes I would probably go for the logitech. Or take a trip to Wal mart and see if the have the sony on display and give it a run.
