Download is $14.99 right now on XBox Marketplace, but it's been on sale at least 3 times in recent memory for about $5.  Do you need physical copy or will digital do?

Was this released for PS3 in U.S.? I know Japan got a version of it, and Gamestop.com doesn't list it as a title for PS3.

What do you mean the external wifi? Just direct connect your Xbox 360 via ethernet and download it?

Just so you know, PS3 is Japanese only. There's no English option regardless even if you brought the Asian region release.
