What's the value on it?
Is it ok to brag if I picked up a still sealed guide for $4 today?

Sure. It is actually a very useful guides and contains a lot of information, as well as interview with the motion actors and a sample of the metal gear solid comic.

Nice. I decided to list mine on eBay because I figured it'd be worth at least more than the $4 I paid for it. If I get even near that $45 I'll be happy.
