Need help finding a winter/Christmas movie I saw as a kid

I just remembered this movie I saw as a kid in elementary school (early 90's). I have no clue what it's called, but it centers around a kid, who flies around outside with a flying snowman. The entire thing was like, animated in pencil, and had a really distinct look. I know for sure he was flying around, and the pencil type, black and white animation, but as for that, I have no clue what the hell else it had. Anyone know of this movie/TV show or something?

The used to play this on Nickelodeon, I always thought the soundtrack was strange.
