OS transfer to a new hard drive? XP to W7 help.

I have an old IDE hard drive that has Windows XP 32-bit on it. If I get a new SATA hard drive, can I transfer the OS onto it? If so, how do I do this? Then I would like to upgrade Windows XP to Windows 7 with the Windows Professional upgrade from Microsoft... which is $29.99 if you have a college e-mail address.

You don't need XP already installed to use the upgrade to get a fresh install of Windows 7.
