Whenever I pay for something on PayPal, it has an option to enter coupon codes. Do they really ever give these out, and how do you get them?

they're pretty rare.
every now and then, ebay (paypal's parent company) might sent out a coupon code to random people. sadly, i have never gotten one of those.
also, paypal sometime partner with select retailers and give you a "deal" if you enter in a coupon code (lol...most of deals/retailers are pretty suckie)

I did some googling and found a paypal coupon the expired yesterday. NOOOO!!!!!!

It seems they send them out at random, I got one for 10% off an electronics purchase recently.
