How do the cloud saves work. Does it back up your local saves? Or does it use the cloud exclusively? It looks like it just copies your local saves to the cloud during the auto update time you set but it wasn't completely clear.

Yeah, it will auto upload during the standard time you set. It will also allow you to manually copy from system to cloud or vice versa, and then the most useful feature of it is allowing you to quickly move saves between multiple PS3s or from a PS3 to Vita and vice versa. The other added benefit it the security that if you HDD corrupts you can get your saves back. You can copy to a flash drive but some saves are locked or copy protected and the cloud gets around that. It is also really nice if you are upgrading hard drives and only care about game saves as it is a really quick swap.

It's an automatic back-up to the cloud storage, so you don't lose the original save in any way unless you delete it yourself. When you play the games you've set for cloud storage, it'll grab the newest saves and upload them to your cloud storage.

It's not like cloud saves on Xbox 360 where you can either save directly to the cloud or to the hard drive.
