Look at the description -- Sony isn't making it, ICON (purveyors of many fine pieces of plastic junk for the Wii as well) is.

It looks like the Navigation controller fits into the handle, where the buttons on it would be accessible. I guess maybe they're optimistically hoping that game developers will design their controls in such a way as to focus on those buttons and avoid the ones on the Move controller itself.
If it were a Sony accessory, they might actually get away with it, but given that it's third-party, I kinda doubt developers will pay a lot of attention to it. Note that this is the same company that makes (for example) a racing wheel for the Wii MotionPlus, despite the fact that there are (as of yet anyway) no Wii racing games that support it, and draw your own conclusions from that. If anyone's actually seriously thinking of dropping the cash for this, I would at least wait until there are games out there that are confirmed to support it.
