I need to move my PS3 downstairs so is there any way I can stream to a TV or computer upstairs? I have a PSTV but haven't hooked it up yet.

 
The main obstacle that prevents the PS3 from having full remote play functionality is the lack of a dedicated video encoder like the one that's in the PS4. Instead, the CPU in the PS3 encodes the video stream to be sent over remote play while also handling gameplay processes.

This made Vita and PSPs remote play limited to only XMB and PS1 games with only a handful of PS3 games.

It was so limited that Sony left out the remote play fuctionality for the PS3 from the PSTV.

Even if it were a hacked PS3 that has remote play unlocked for all games, there would be varying amounts of lag due to reasons stated above.
