PSN Custom Avatar?

Anyone know how to make one to display to the public? I know there's that option to change your profile pic but afaik it only shows on the App & to friends who know your real name, to other people it shows ur avatar?

I thought it wasn't possible until I saw a random person's psnprofile.com's acct when looking at recent players of a game I've played... I checked the person's profile on my.playstation.com too to make sure it wasn't some "psnprofile premium acct" benefit of customizing ur avatar & it's the person's real PSN avatar there too...

The reason I know it's customized and not something they brought is coz of what it is. Somehow they have managed to have Sanrio's Hello Kitty as their avatar lolol.

I would ask the person but psnprofiles.com says the person lives in Hong Kong and PSN says the person's only listed language is Chinese & I wouldn't know how to ask in Chinese =(

I looked at their store https://store.playstation.com/#!/en-hk/all-avatars/cid=STORE-MSF86012-AVATARALL and they don't have anything named Hello Kitty unless it's tagged as something else though =(

lol idk if we're allowed to post other ppl's psn ids but this is the Hong Kong person I'm talking about https://my.playstation.com/Mars_as1988 but ya Chiaki Nanami is pretty adorable lol...just not as adorable as Hello Kitty! lolol
