PSN+ one month code -CC required?

So, I made a trade here on CAG and part of what I was receiving was a PSN+ one month code. I entered it last night and it said that it was invalid or expired. The other CAG thinks it's because I don't have a CC on my account.

Do all PSN+ codes really require a CC? I know that the card I entered from the target fiasco in December didn't require a CC.

If it says it's expired or invalid, then it's expired or invalid. I use codes all the time and don't have a CC linked to my account either.
 
There were some codes that I received via email that required a CC, but they didn't make you add a CC until after you redeemed the code. It didn't error out or say it was invalid.
