I never used the google app store before and I see GTA Vice City is on sale for 1.99 till the end of the weekend

the problem is I'm not getting my phone untill next thursday
so my question is can i buy it now and download it to my phone next week or do i have to have it right now as i buy it?
Also can i use it on two different android devices or is it just tied to 1 device
