Since the Capcom servers for these games are no longer available in the US I was wondering if there was any other way to play these online, or possibly through a LAN?

No I am pretty sure it's single player only.

i know they shut down outbreak #2 servers for sure but outbreak 1 servers might be still alive because i awhile back i started playing again, stopped again though...there is a chance that #1 servers are still alive because when i went back there were still people playing
those two games we really good IMO
and not having voice chat didnt bother me after awhile because it just added to the experience and the fear ^_^
the best levels were the ones where you would start out separated and you would have to find each other by calling out to them with the predesignated phrases
brings back some great memories playing these games online ^_^
EDIT: oops i thought you were asking if the servers were still up, didnt know you already knew they were all down >_<
