Selling on foreign eBay: "Local" shipping rate applies to who?

Let's say my eBay account was originally registered on eBay USA (www.ebay.com) with an American residential address and I wanted to sell on a foreign eBay, for example, eBay UK (www.ebay.co.uk) because I had a PAL version Final Fantasy VII and I therefore wanted to aim for British buyers who have the PAL-compatible PlayStations.

So I go to eBay UK using my American eBay account and set up an auction listing selling Final Fantasy VII with free "local" shipping and $10 "international" shipping.

My question is, who are the locals, the Americans or the British? Who will get the free shipping?
 
If you're selling on a different country's website the locals would be the people whose country you're selling in to try and make a few extra bucks.
