I'm sure if you ask them, they'll let you take one for free.
BUT people who are selling them on ebay in bulk are probably just grabbing a bunch of them and placing it in their purse (pants, etc.). Those giftcards have $0 in value so Target can't prosecute them or anything.

Well, maybe they don't live in the US, or live in an area where they don't have the cards. It took me quite a while to find a Target that had them. I put $1 on two of them because I felt like I was stealing if I just walked out of there with them.
