How come GOG's Summer Sale has seemed more interesting (w/ its price-flips, sales, flash deals and whatnot) than the Steam Summer Sale so far?

Am I in some kind of backwards universe?

Because it's only been like half of a day?

The game + DLC pack is 80% off. But the base game and the DLC on their own? Full price.

Why do devs do this?

Keep in mind that the devs do their own sales now, and it may have been just a legit screwup in trying to use the Steam Sale interface. Check the forums, there's probably a thread already about it, maybe the dev has acknowledged it and is trying to fix it?
