My suspicion is they tried to make a barrier to people using alt shill accounts but if someone really wants to do that it's not that hard to craft a bunch of badges, particularly if you've got an extra bunch of bundle keys lying around like many of us do.

DLC is off-putting enough, even worse when it reaches the point where it gets confusing about which belongs to which package editions. Borderlands and Killing Floor are both guilty of this, but I love both games. Battered gamer syndrome.
