Should you need, I bought a lot of times there. But, I say it again, don't really know about Ubi drms and region locks.
The lack of Steam doesn't bother me. In fact for this game, I'd prefer it not to be Steam. I don't like the idea of dealing with two DRMs for one game.Considering the AC games in steam launch uPlay anyway, all your really doing is a removing a shortcut file from your steam account.

Wallet funds can't be gifted. The workaround that is generally used is to use the wallet funds to buy an equivalent amount's worth of goods from the market, then gift those. The recipient can then re-sell those items. I've used this method once before. You lose a small percentage of the items' value, ad they're going through the market twice, but overall it's fairly negligible. It's best to use items that are holding a fairly steady value.
