Newegg has put this on sale for $15 about 6 times in the last 18 months.  I think it has a self-replicating function.

It should be permanent yes, though nothing has been officially said to confirm or deny this. It stands to reason though that they wouldn't just put several random JRPGs (Eternal Sonata is also $14.99 now) on sale, and it's not uncommon for price drops to happen without an announcement.
