Ok so I decided since BB and Amazon are going crazy with deals, I thought I'd check target. They has 3 decently priced RPGs:
- Star Ocean first departure PSP for $8.99

- Final fantasy I & II PSP for $8.99 each (amazon is $8.96 each however)
Ok... upon further inspection there isnt many other deals. But for anyone looking for Star OCean: First Departure at $8.99 it is.
There's probably more good stuff on there, but none are jumping out at me. But i guess it depends on what it is you are looking for. So just search for video games, choose $0-14, and see what they got.
