Well, this post in the "Guess the Game from the Screenshot" thread got me looking around for Treasure games again. I came across this thread on a Treasure fan page. Apparently this game was released in the US at some point with the title Tiny Toon Adventures Scary Dreams. It seems to only be available on eBay and a website called Budget Videogames. Might be worth picking up.
