Because it tried to copy a political plot like FF Tactics and failed miserably. The characters were generally unlikeable. Some say the graphics were worse than the original - while mroe detailed, they just didnt seem as good or colorful. The sound was worse. And while the first one hooked a lot of people right away with blood gushing in the first minute, there was never any major plot developments in the second that made you really want to keep playing.
