Hard to say.
Since the holidays are around the corner, retailers will have extended return policy (usually starting from Nov 1). If you buy it now and find a better price elsewhere, you can just return it and buy it at the cheaper place. Amazon has an extended return policy too but not sure when it starts. Returning to Amazon will gonna cost you shipping though.

It all depends on whether or not you want what amounts to mostly online multiplayer stuff with the GOTY or not. If you don't plan on playing the multiplayer for Uncharted 2 that much, then even at $38 this is not a deal.
