1. goto avatar maker
2. goto personal features (eyes, nose, hair)
3. spin your right thumbstick for about 60 seconds
4. the hair feature will spin, click on it and you'll get pink hair
5. click on what hairstyle you want
6. click on any unnatural hair color you want

You don't have to do anything, just wait for the hairstyle image box to flip and you're set, pretty cool. Tried this out with outfits and stuff but nothing rotated.
