The game does come with the Elite Soldier Pack DLC. Note that this a Region-3 copy and the DLC code must be redeemed on a Region-3 account (Hong Kong, Taiwan, Korea, etc.) From my findings the game is in full English and has multiple language options.

Update: got mine today. Seller took 5 business days to ship it which isn't great, but it got here in 2 days. 7 business days total.
