It was posted an hour ago in the Steam thread.  It's just a Free to Play game and not a deal. It is a "limited time" though, as the game is getting pulled at the end of December.

It is listed as F2P, so it was free from the start until December 31st?

No, it says at the bottom that the Kardashians have to pay for it. I don't know about juggalos, I'd assume they get it free.
